Can the hellhound move, shoot its main template weapon and then deploy troops, having them rapid fire the enemy to death?

Probably work

As the hellhound doesn't have transport capacity, I really hope not.

Okay. How about a chimera with hull mounter heavy flamer? My main question, is there any transport that can flame a unit and then deploy its troops to finish off what's left? Much like the Witch Hunters transport the Immolator?

Probably work

It would probably be a stretch with the hull heavy flamer, as the access hatch is on the rear and the HHF is on the front. With a turret heavy flamer though, you could drive up 6", turn sideways, drop the troops out the hatch, flame toward the enemy, and then shoot. You'd probably be better off just staying in the vehicle though and firing out of the fire points on top.
