Al right, I have run into this twice.

Im curios to know if there are only 18 founding chapters or 20(the 2 deleted ones). If there are 20 can anyone let me know what those chapters are?

Yes, there were 20. No one knows who the two other Legions were. GW intentionally left them blank for players to customize.

There were no 1st founding chapters.

Yup, Space Marine Legions. And Guard were called the Imperial Army, they had a fleet as well as a ground force.

We know that there were 20 primarchs, because Horus went back and the guards in the chamber shot at him, hitting one of the missing legion tanks.

Tragically, Gwar is correct. It was most likely a Chaos Feverdream, as Horus kills a few of the Custodes, punches the crap out of one of the pods and then talks to the Emperor. It is most likely a vision engineered to twist Horus' perception of the event.

You did forget the part where the Emprah and Blood Raven and the Kasrkin Friend surfed towards Horus on the top of a Land-Razor
