Fantasy or 40k?
40k-Orks, Space Marines, Eldar or Chaos.
Fantasy-Dwarfs, Empire, Orcs and Goblins, Chaos.
Of course, these are "Safe" suggestions. Choose Necrons or Tau if you really want.

Some people play to win, some people play for fun. Me? I play to kill toy soldiers.

Take your time and type out your questions using all the letters in each word, then use proper punctuation and capitalization. Then check out the GW site and figure out which army you like the look of best.

Go for looks most importantly and play style.
You have to put all those models together and paint them all eventually so it's you staring at the models more than anyone else.
Don't buy an army based on it's power or special rules. You'll just set yourself up for disappointment and failure.
SM and IG and Orks and Daemons and SW's just saw a new codex so those are safe lists for 3-10 years..hehe.
Tyranids if you haven't figured out by now are right around the corner but the battleforce box is a good start and saves you around $30+ over buying the contents seperately.
Blood Angels supposedly in April-May; whispers of a 2nd marine codex in fall of 2k10, possible Dark Eldar but nothing even CLOSE to credible on that one (apparently a whole new face lift so buying DE now MAY not be the wisest of choices unless you won't mind having a lot of your stuff not fit in).
I'd expect Tau sometime in 2k11 along with Necrons. Also depends on playstyle and of course if you mean Fantasy Battle than disregard all this.

--The whole concept of government granted and government regulated 'permits' and the accompanying government mandate for government approved firearms 'training' prior to being blessed by government with the privilege to carry arms in a government approved and regulated manner, flies directly in the face of the fundamental right to keep and bear arms.

I'd have to aggree with the above statments take a look at some of the models, figure out what looks the best to you. Check back in with us here once youve made a decision we can assist with what works well for starter army as well as if its a good idea to pick due to possible new models in the near future depending. Inevitably Fateweaver said it best you have to build em all and paint em so make sure its somethign you like the look and idea of

I liked the look of the Chaos Space Marines but didn't want to play evil. So, I started Space Marines because the best deal was in the Assault on Black Reach Box. I played and started building a White Scars Army. The more I played, the more I depended on my Devastator Squad = Long Range. This play style led me to sell my White Scars and build a Tau Army which I have built up enough for an apocalypse game.
When I got into Fantasy, I started building an Orge Kingdoms army in my head. Even posting questions and armylists for comments in forums. I ended up playing Chaos Warriors because similar to the 40K, I liked the look of the army. Again, this also gave me the best deal when I joined the Academy to learn the game (already knew how to paint) and we get a free box of Warriors after completion. Also, I did not want to play evil BUT as compared to the good choices, the evil forced had a way better look. Hahahaha!
My point, whatever army you start with, take it slow. Do not get a 2000 point army right off the bat. Start with a small 500 points and play. You can switch armies if you are not confortable with the play style or look of the army. Ask to borrow store built figures to add on to your 500 point army to get a feel of how a certain figure plays (the store I go to is very accomodating like that). Do your research. Do you want a competitive (cheese) army or do you want to have fun. Do you like seeing your units being stomped on or do you like to do the stomping.
