It's being run by people with short term vision and enough greed to extinguish a sun.

Perhaps they're the C'tan.

i think it depends what regiment they're from.. as with current day armies, ranks vary wildly from country to country

The most expedient way to avert crisis is always by the indiscriminate extinction of anything that stands in your way.

Without the intermediat ranks (like trooper 1st class or lance corperal) this is standard for most regiments

Enlisted:

Trooper (or gunner, or tanker, or airman)
Corperal
Sargent
(platoon sargent)

Field/Regimental Officers

Lieutenant (Junior officer, commands a platoon)
Capitan (Senior Officer, commands a company)
Major
Lieutenant Colonel (usually the XO)
Colonel (Heroic Senior Officers, command regiments)

General Staff:

Major General
Lieutenant General
Marshal
General
Lord General

Carte Blanche:

Warmaster (or equivilant)
Lord Solar
Inquisitor

GOD:

Imperator

A Company Command Squad will contain a Senior Officer and his attendant staff, these staff could be anything from trooper to Leiutenants because it is what the Captain wants in his squad. For example if thebest Vox Operater is a trooper then he's in, if the most corageous man is a Sergeant then he'll become the banner bearer etc.

This list is correct up to a point. All of the General Staff and above are Departmento Munitorium ranks, and are the same everywhere. But since every regiment has it's own structure, the ranks below that may be different. Many regiments, of course, use just the ranking system stated above, but the point is it changes depending on the regiment.

The Geno Chiliad in 'Legion' for example, had Bashaws (equivalent to Sergeants or Lieutenants) and Hetmen (equivalent to Captains) and no rank in between. Really feral regiments may just have 'Chief' and 'Warchief' or something.

This is the reason that the Guard Codex refers to 'Platoon Commander' and 'Company Commander' rather than the actual ranks.
