I'm unfamiliar with the tier structure introduced in Retribution. How does it work? Do I have to fulfill the first tier AND the 2nd tier to get both benefits? Or can I just fulfill the 2nd, 3rd or 4th tier while skipping the rest?

To create a theme force, you have to fulfill all the requirements for each tier in
succession. So to have a Tier 2 Legions of the Dawn force you need to fulfill Tier 1 and Tier 2
and you also get the benefits of both.
