How do tier lists work... do you have to satisfy tier 1 to go to tier 2?.. thats how i though it worked.. but im not sure

Theme Forces require you to satisfy each tier before you can get to the next one, but
doing so gives you the advantages of both.

Some of the tiers are really nice. I have only seen the ones in Cygnar book, but they build into characterful armies, I've been thinking about eStryker tier list and it's full of spark.

Yeah, I have most of what I need for that, so I ordered some of the rest this week.

I've been really impressed with the Darius list as he drops the points costs on heavy jacks.

The Wrecking Crew is disgusting at Tier 4 especially at higher points levels.
