Why is this even legal in Mk2? Doesn't fleeing zero inches eliminate the downside of failing a command check? I don't even have to turn my models around now. They can just stand there and rally at the start of my next turn. I'm only out a unit activation all told.

Losing a units activation can be down right devastating I fail to see your point. This simply reflects the unit cowering after having their morale destroyed, not unheard of on the battle field.

When the Axe comes down just pray your face isn't beneath it.

You lose out on free strikes. The unit has no attacks while they are cowering.

Next turn, they do not rally at the start.

p.85

The model activates on your turn, it flees, then you check for rallying at the end.

Why would you NOT flee 0"?

If your models are in the way, then you might want to flee them somewhere safer or
out of the way so that another unit can take their place.

if you were forced to move when you flee from a model with terror it would mean your opponent gets a free strike and your whole unit most likely dies to a single bad cmd roll.
it might be lame to see a fleeing unit not run but to see a fleeing unit wiped out 99% of the time is just too strong an effect, this is what led to the proliferation of fearless in mk1.
