Hey there Dakka been a lurker for awhile. I have been playing 40k since 3rd edition and been playing Ultramarines since the Crimson Fists were on the cover of the codex. I recently have been getting back into the hobby after school took over my spare time. I really enjoy all facets of the hobby from playing to painting to terrain making. I was so out of the hobby that I was not aware that 5th edition came out till awhile ago (pathetic I know). I have been poking around the web in places like Dakka and Beasts of War and 40k radio and have been amazed at the resources available to the hobbist today. It seems to me though that there is a reoccuring joke and/or theme ..... everyone hates on the Ultramarines..... why is this so im just curious.

That's pretty much it. Tall poppy syndrome. We don't hate them... a well painted Ultra force is one of the boldest and most impressive sights on the tabletop. Regardless, many baulk at the thought of fielding the same colours as every second kid who picks up a box of marines.
When I show some kid how to play at the FLGS, they're either using Orks or Smurfs, and everywhere you see marines you see the inverted omega.
Look, there's one!

And, they have made pretty much the ONLY place in the 40K galaxy that any sane human would want to live...

And as for your question I think it's because the Ulramarines (although undeniably good at what they represent and the perfect "beginner's" army) don't offer enough individual choice of army to take.
For example, if you want to do an army based on a company of the Ultramarines that means being a VERY by the book army (mostly). One HQ, two troops, some heavy support....done.
Now take an army like the space wolves...WOAH! Blood Claws! Long Fangs! Grey Hunters! WOLF GUARD!!!
The Ultramarines are VERY good at showing the broad range of "normal" space marines.
But who wants normal!!!??
