I'm fairly certain that was the case, although I don't think there were any upgrades in the box (no icon, instrument, etc.)

Edit: For confirmation, I managed to wade through the Wayback archives of GW's store and found a picture of the old 10 plaguebearer box. The 10 box didn't have any upgrades. If there was a command upgrade available, like for Fantasy, then it would have been packaged separately in a blister pack.

Yes, it was 10 in a box with no upgrades...I don't even think demons could take a command before the current army books, but I may be wrong on that one.

Just buy ghouls and convert them...
