You'll have problems if you expect to use the Kovnik as a flanking element. His abysmal speed means he's not going to be able to react to anything that wants to slip by him, and will have trouble closing for the kill if any openings present themselves. The Drakhun also has some issues flanking, but that's less to do with his speed and more to do with the fact that he's too damn big to slip through any holes that open in the enemy's flank.
What I'd do is drop the Kovnik in exchange for some faster moving elements. Studderingdave makes a great suggestion with the Great Bears and Manhunters.
Overall, it looks like a decent list, but it lacks any fast moving elements that could either respond to mistakes the enemy makes, or fill any holes that get opened in your line. Expect to have major issues with any army that moves substantially faster than you (read: all of them), and most games this list plays against will degenerate into wars of attrition (assuming Vlad doesn't get assassinated before that). While you can stand up pretty well on a model for model basis, once you lose a few Shocktroopers, Vlad will likely be wide open and staring down the barrel of a loaded cannon.
