with the new deal of rackham items going for 70% off I can't help but be interested in picking up the game. browsed through the models a little bit and was drawn to U.N.A. and now I am wondering what models I have to have to play(like the HQ and 2 Troops for 40k) and what would be a good idea to pick up for being competetive.

You picked the wrong time and wrong army to start. UNA are really hard to find. You will need to source Damocles boxsets to get Fire Toads and they are worth it for $30, not for the current prices of $60 to $70. I hacve made many posts on AT-43 purchasing last year, do a search for them for the advice I would give. However I would give up on UNA for now, in fact I would hold back on AT-43 in entirity until the new edition comes out. All AT-43 releases are on hold in preperation for the rerelease, as the UNA army box release was (is?) scheduled for December and the new edition is expected about then I would hold off this year.

The infantry stick around a bit, but the Fire toads do not, even at ther high price if you want them buy them soon to nowish. I would recommend buying at leasst three and plenty of infantry. This should start up your UNA nicely. Its been a awhile since MM unboxed Damocles sets, so I would take advantage now if you want UNA. Buy the steel Trooper infantry at a ratio of seven ordinary troopers to two heavy weapons troopers for a unit, buy three of four units of nine troopers each. You will need to convert your own medics and sergeants, this can be done with a paintjob, white helemts for the medics and sgt stripes for the sergeants.

Back this up with the following Boxsets.

1x Lt Epstone
1x Sgt Borz

1x Cobra M8
1x Defender Snake
1x Fire Crawler

1x Death Dealer TacArm
1x JAM TacArm
1x Shock TacArm
2x Steel TacArm (also consider the open tac arm sgt figure if you like as a swap for a bit of variety)

Instant UNA army. Dont forget the Codex. The two stores in the previous thread cover all the units listed above. The only unit noticably missing now is Col Stark and his vehicle Copperhead/Defender Cobra but that can wait for later, finding that on eBay should be eassy, its the Firetoads that are hard to source.

If you wait more than 48 hours they will likely be gone, even at the price listed.
