I keep seeing less battle reports not being done with pics and words, and more drawings showing the units and terrian and how the moved with arrows, so is there a program that does this?

I see people using Vassal, the same program they use to play 40k online with and also Battle Chronicler which is specifically designed for creating bat reps. It's a little clunky and was originally designed for games like WHFB where troops move in blocks, but I think it's the closest to what you're looking for.
