As a 40k player I know that SM are probably the most popular army, and GW loves to make releases for them. Is there a similar army in fantasy that is a starter army or one that is used by lots of players?

I think empire is the closest a good all around army. But fluff wise a Chaos Warrior is similar to a Space Marine. Only wickedly evil.

I've sold so many armies. :(

Do any other armies get dedicated plastic leader sprues like the High Elves do? If not, I think it's safe to say you're right.

Orcs have a hero kit, and the Dwarfs were supposed to get one.

Chaos warriors. It's actually really funny. Every CSM player I know hates WoC for some reason...I really don't like them either...They seem too vanilla...Or, as vanilla as chaos can be

S_a115 has it!
CHAOS is the favorite child of the WFB game, by far!
Which is why the beancounters came up with the super-annoying plan of splitting out the three 'parts' of chaos into separate armies, with the aim of 'forcing' players to then collect 3 full armies.
I don't think it worked out quite as well as they'd hoped, and it certainly made Chaos a bit more... orderly!

Yep, saleswise warriors of chaos are extremely popular, although I think Ogres are pretty high up on the sales charts as well (ironically, not because people want to use them in an Ogre Kingdoms army...).
Fluffwise however, the closest analog behaviorally speaking, would be Brettonian Knights. Physically speaking, chaos warriors are probably more in line with them.

Orcs have been a heavy focus of GW for a while since it paid off so well in 40k. I'd say Empire probably sell the most though, since they're pushed the most.

It used to be Orks, then Chaos and now it's High Elves far as I can see.
I wanted to love the Wood Elves, but I don't.
