I mean, he has captured Peach so many times and has done nothing to her, he doesn't try to ransom her back to the kingdom, he doesn't move militarily on the Mushroom Kingdom while it's ruler is abducted....
I mean seriously, what is Bowser trying to accomplish here? Am I missing something?

I'm going to go with: Bowser is an emo masochist who is really lonely. The only way he ever gets attention is by cutting himself or capturing Peach and having Mario come kick the crap out of him. However, as you never see his parents, nor are they referred to, it's safe to assume that they are dead. As such, cutting himself has lost the drive that it once held as nobody cares (do you think a Goomba cares what Bowser's doing?) so his only remaining option, and sadly "friend," is Mario, who wants nothing to do with him. So, the only way that Bowser gets any social interaction that he needs is by capturing Peach so that Mario comes, if only to kick the crap out of him.
Bowser, Mario, Luigi, Peach, Toad, and everyone else in the Marioverse are all dead. They've died and have gone to hell for their past sins. That's why we've been seeing them for 25 years now, doing the exact same thing over and over, never accomplishing anything and never growing older.
Mario and Luigi were plumbers who cheated and defrauded their customers. They are trapped in an endless quest to crawl through giant pipes to collect their precious gold that they can never keep. They are killed over and over again in gruesome ways, but never freed from their endless torment.
Peach is a golddigger who tricked old, rich men into marrying her. She then killed them and took their money. She never was self-dependent, always relying on her servants to do everything for her. She has been turned into a mockery of her former self: a shallow, helpless husk of a person. She has no character, no personality other than as a spoiled princess who is dragged around at the whims of others.
Toad is a former drug dealer. He sold mushrooms to children, but was never particularly careful that they weren't poisonous mushrooms. His punishment is to become the drugs he once sold. He is trapped in an endless psychedelic nightmare of flying animals and evil mushrooms.
Bowser is a serial killer. He kidnapped and killed 7 children. His punishment is being forced to perform a kidnapping that leads to the death of his own 7 children. Bowser has no more motivation to perform his kidnappings than he is simply compelled to do so. He doesn't really care about the mushroom kingdom. He's just trying to bring the entire universe to an end, to finally stop his endless suffering.
