So... I'm BassKnights. Hi. I haven't exactly gotten started in the wargamiung hobby yet, but a plan to soon buy the Warhammer Island of Blood set, and the Warhammer 40k Assault on Black Reach. This way I'll be able to start and Ork army and a Skaven army. Unfortunately I don't have much money to spare right now.

I know the situation you are in. Just take it one step at a time when buying things. I have one army for 40k and one for fantasy. For a few years I have just slowly bought things for each of them. I now have 2 pretty large forces that I am happy with

Welcome to dakka mate.
If your low on money than really you should be concentrating on just one "Universe" Fantasy or 40k. The cost of getting paints, washes, etc can be alot if your first starting out so its best to focus on just one for now.

If you're low on cash you can build slow, focusing on painting and playing with the stuff you have while you gradually build up. The downside to having enough money to buy lots of stuff is that you wind up with piles of stuff unpainted waiting for you to get to it...
