Other than GW's Lord of the Rings line, what other truescale (not Heroic big hands/feet/weapons) 25-28mm fantasy figure lines are out there?

Have you looked at Mantic? Their Elves are very slight with good proportions.

Then there is the variety of historical figures which are truer to 25/28mm than GW. Saxons/Vikings from Gripping Beast/Wargames Factory would stand in well for Rohan.

Reaper's scale sorta goes all over the map. They have some in heroic scale (more like their warlord range) and some in the 25-28mm scale. They have the largest selection of fantasy type miniatures everywhere.

Oh, I know all about Reaper. I have quite a collection of their figures, and most of my WHFB character models are Warlord and Dark Heaven figures. They're also all heroic scale, because Reaper's fantasy miniature lines are heroic scale. The only models that tend to slip into truescale are some of their oldest sculpts (and those are usually some of their dodgier ones).

There are quite a few of the Chronoscope line that are close to truescale.
The zombie survivor types especially.

But of course that is not what you are looking for.

I'm pretty sure that all of the Chrono stuff that I have is heroic scale, but to be fair my Chono collection is quite a bit smaller than my Dark Heaven and Warlord collections.

Essentially, I'm just looking for some figures that will work well as character models alongside GW LotR figures.
