Now, using the new 2010 bfg faq and the SM updates, I could drop 1 strike cruiser and upgrade everything else, plus get a crucial reroll.

I lose 1 strike cruiser and 3 thunderhawks, but gain 7 shields spread throughout my army and more bombards on my BB. What list is better, the first or the second list?

Honestly, I would say go with the second. Lances are so prevalent in the game that I have found single-shield Strike Cruisers to be quite vulnerable.
