Hi are there any skirmish level rules that would allow you to create your own forces from the ground up or are 'multi genre' rules soI could have hoplites fight space marines in a balanced setting?

When you bring out something like Hoplites vs. Space Marines it really depends on what you mean, and what sort of conflict you're trying to model.

"Movie Marine" Space Marines vs. Hoplites is probably extreme enough that you'd be better served using a more "fantastic" ruleset (or a fantasy ruleset).

Otherwise, the simple truth of the matter is that point based systems break down in their extremes, so if you want something fair what you should really do is find a game with the combat mechanics you want, and try to come up with stats that seem reasonable. How many wounds that could kill a regular man should a Space Marine be able to shrug off being becoming a casualty? How accurate a shot should they be? How weak is a Hoplite supposed to be compared to the advanced forces? Etc., etc., etc.

If you wanted to, you pick up a copy of Warmachine, make up stats for the Hoplite infantry and the Space Marine models, ignore the warcaster rules, and play an infantry game with those mechanics.

Maybe check out AE:Bounty.

The rules are designed to let you spec out pretty much whatever bands you like.

I really liked the look of it, and the idea, and bought the book. Haven't actually played it as I'm limited in gaming time and playing Infinity when I can game.

Ill agree with this. Its probably my favorite 28mm army game. Im going to be giving it a try as a skirmish game using just Elites and Characters.

Whats my game?
Warmachine (Cygnar)
10/15mm mecha
Song of Blades & Heroes
Blackwater Gulch
