2. Mix together 3+ boxes of this game:



3. Throw out any propaganda card that does less than 25 million in damage. Propaganda doesn't last more than a turn or 2, so no point in pussy-footying around with less than 25 million.

4. Deal out ALL of the population cards.

5. Make up a few house rules to streamline the game.

6. Serve beer.

7. Start playing at 10 PM or later.
