It was strange to paint browns after painting 2000 points of silver and red. These look alot better in person , need a new camera.
Still thinking about a Razzle dazzle pattern for the cloaks. So far they are just dry brushed white with some D.mud wash and a re drybrushing of white.
Something like one of these.
Any advice would be welcome.

When you suffer a Falling Sky hit, roll a D6 - on a 4+ the hit is ignored as per the Pinch of Salt save. On a 1-3 panic insues - you automatically fail common sense tests for the next 2 weeks and get +7 to your negativity stat. -Praxiss

I think they look decent as is. I also like the capes the way they are. One thing I would do - if you're feelin froggy - is to paint the eyes. Right now, the faces look pretty empty.

Quick question; are the cloaks on sniper scouts optional, or are they part of the models as default? I'm after a team of sniper scouts but I hate cloaks.

As Deathshead said, the cloaks are part of the body.

The cloaks also have to do with the rules so if you don't have them you can't use the rules for cloaks. Well you could but some people might not like it because its not WYSIWYG.

I use a 00. Just thin down the white so it doesn't blob up on the brush tip, and ever so lightly lay it down across the open portion of the eye. Same basic process for the pupil. Some people prefer painting the eye black, and then laying the white down on top of it, so practice and find out which ever way suits you best.

These guys look decent, but with a little more work they could look very good. Basing your models helps a ton, and makes any miniature look complete. They will make your models look 10x better, no lie. Next, painting the eyeballs. This is something not everyone recommends, but I find adds a lot to the mini. Just paint the eye black, then use the tip of your brush on the edges with white, leaving a big black pupil in the middle.

The colors look nice and muted, which is good for a 'Saving Private Ryan' kind of feel. I think a wash across the face would help, but the thing I think you could benefit the most from is a drop of superglue OR a thin glaze over the lenses on the scopes to give them a reflective look.
