Well for one thing if the historical era of question is anywhere in the east (from middle east to japan), there is a 99% chance of no plastics in 28mm (except for some persians here and there)

Anyways metal wise Perry miniatures produces an excellent samurai range that is usable from 1550 - 1615 and also have a Choson Korean line usable for 1592-1598. Kingsford also makes a japanese range from the same time area
