I am new to Warhammer 40k. I have a question about the use of the Blood Angels Codex, can it be used instead of the CSM Codex to run the CSM army, and can it be used in tournaments?

You basically can use chaos marines to fill in for Blood Angel marines but make sure to point out clearly what is what. Daemons, Oblits and defilers are practically in no way able to be represented in the BA book so thus you'd have to shelf them. Berzerkers make great death company, chaos marines for tacticals/assault marines and so on and so forth.
