I am looking for PLASTIC (must be plastic):

1) Wings (I have already seen the L/R Dragon Wings -  a litte too big).  Are there any smaller plastic wings out there?

2) Lizard / Reptile bottoms.  The Dragon Orges or Cold Ones are great, except they aren't plastic.  Is there anything similar in plastic?

The Pegasus wings are about half the size of the dragon wings. They are _feathered_ though, which may not suit your modelling requirements. I don't know of any smaller plastic bat/reptile wings, unless you can track down the bats from (I think) the old Warhammer Quest game - but they're very small

Firstly, your best source is the GW catalog for mail order (most GW's have a station with one)

-one of the fantasy dragons, either high elf or wood elves has plastic wings (not sure what you mean by L/R dragon wings)
-I think forgeworld sells plastic wings
-how about kroot bottoms? kroot ox bottoms?

Lizardmen Cold Ones are plastic. That's what I'm using for my 'gator pulled chariots.

Forgeworld actually sells resin products not plastic, it sometimes does make a difference buddy of mine was set up to strip a model off of ebay and for some reason the plastic models were fine but the resin one got these sandy styrafoam like texture to certain parts. . .
