Flames of War is meant for 15mm miniatures (about 1/100 scale). That said, you could play it in other scales if you were so inclined, but it's designed for 15mm and the vast majority of players play with 15mm minis, either from Battlefront or one of the many other companies that produce 15mm minis for WWII, such as Peter Pig, Old Glory (Command Decision), Quality Castings, Resistant Roosters, The Plastic Soldier Company, and others.
