Any moderator can suspend a user account for any amount of time.

Accounts are never deleted, as it would delete information from the forums.

Just throwing this out here, it's possible due to lack of communication that OP isn't really OP, but someone else masquerading as him trying to do some damage. Lock account until op requests change.
