I'm not an english native speaker, but In my opinion there's a considerable difference between "too" and "few" . At least as I was taught... Also I made clear it was my personal opinion, based on how I feel more comfortable playing with.

I don't know if you are intending on making me look like a noob, but, in such case, that's the worst move you could make.
-150 pts: Players should aim at minimum 6 regular orders, highly desirable 8.
-200 pts: At least start with 8 regular orders, I would go for a 10 man combat group with 8-10 regular orders.
-250 pts: Full 10 man combat group. Try to start with at least 8 regular orders in the pool.
-300 pts: Very well equipped 10 man group or switch to two combat groups 7 -7 is balanced, 9-9/10-8 desirable but has a loss on in quality. Veteran players are experienced enough to command a full 10 man combat group and a lesser combat group or play things like 6 - 6 .
