My FLGS Proprietor has asked me to help organize a local tourney for WHFB and I'm looking for any guidelines aside from those GW sets - I ask this because I keep seeing references to things such as certain lists being banned (Like Empire with 3 cannons, 3 mortars and 2 steam tanks).

I looked at The Alamo's GT and a few of their banned items raised questions like Skulltaker who, while strong, isn't particuarly OP (Not like Teclis or the Book of Hoeth)

Banning things is rarely a real solution.

Play it right out of the rulebook with actual terrain and missions. Warhammer is only unbalanced if you play Pitched Battle on an empty field every game.
