Doubtful. I haven't seen it in my Hobby Lobby (South Houston).

You can find stuff to make nice terrain there, though.

No, though they do carry MIlliput for some of your scuplting needs (no green stuff unfortunately) a lot of non-GW paints, and a 5 foot WALL of trees, which I personally found to be so awesome.

Great Escape is awesome, especially if you need something rare or hard to find, and it's definately the best bet for tourney play in 100 miles, but over an hour each way means that any savings you get will be eaten by gas cost.

But yeah, if you want good shops you're looking at:
Sacramento - Great Escapes
Oakland - Endgame
Stockton - Heroes on Paper
Modesto - Kriers

Other shops include:
King's Comics in Tracy is out of business now, even though they're still listed in a lot of websites.
Alluring Treasures in Manteca is... interesting. Haven't been in there but twice though.
There's a Grapevine in Lodi, and another in Stockton, but I wasn't playing WarHammer last I was in there, so no clue how they are for that.

I'm sure there are a dozen other places if you look/ask around, but those top 4 (and Kings before they went out) have supplied just about every gaming need I've ever had.
