Just discovered Infinity, and I have to say I'm pretty amazed I missed this awesome skrimse game. Looking to start & heard sectorials are not the way to begin but the PanO shock army starter really has my interest with their sweet models. I've read the quick start rules, & about to tackle the full downloadable rulebook.
Am I headed in the wrong direction w/ the shock army?

Go for it, the main issue with sectorials is the lack of some options (it changes between sectorials) and link teams (a advanced rule). So just don't use linked teams to start and if you have major problems with a enemy tactic, feel free to branch to the rest of the PanO. Just remember to watch the units AVA (max of each unit type you can take, it changes between normal and sectorial).

Shock army is good choice (well, they all are ). Just to mention that you can play all the models from the sectorial in regular vanila PanO list. I would suggest that you first master the basics playing vanilla PanO and than you can start playing the sectorial.
