This would really be up to you... some like the way they were painted (codex) so they would paint it the same way.
If you are going for the urban look.... you can either choose to do camo pattern or a single color with shades(SWAT like black, grey, blue, olive drab).
you can also look for inspiration...i saw a mini painted to represent the character/ colors in the game CRYSIS.

I was looking to not do the "codex" color scheme for them because well i think there is too much red on them (with the exception of the bikes since in the fluff they are suppose to be red).
I was thinking a grey scheme but i wasn't sure what people thought looked better on JSA minis? Like grey simple swat scheme or some kind of camo? And well what would be a good pallet for urban camo?
Just looking for some opinions really
The crysis idea isn't bad i will look into that since i haven't looked at that game in a long time but it did have a nice look that might work.
Thanks fr the help
Any ideas on how to do quick easy urban basing? this is where i am really drawing a blank on what to do.

I use a predominantly WHITE armour colour for my JY forces (I run mainly JSA though and don't use the "chinese" units.)
I use Red as a detail, a minor colour used for scabbards and for 'rank' markings (it's how I tell the two identical Domaru I have apart). It's similar to the "alternate" standard scheme for them, but not identical.
The Keisotsu have white armour with the odd red panel (black hakama).
The Domaru have a red shoulder pauldron (opposite sides on the Chain rifle ones).
The Haramaki have white armour/black hakama like the Keisotsu, and red scabbarded swords like the domaru, but red helmets.

It might depend on what roll you want them to perform in an urban setting. Are they army, police, rescue? My ISS is police. So I don't mind them having some color so they can be seen. They wear grey cloth but the armor is orange and yellow.

Or you can google images and just type "Urban Camo"...im sure lots of ideas could be derived from there.
CDK is also right about what "role" or idea you have for them.
Police would be like shades of blue and some accent colors...even white.
Special police / or black ops units you can now go to grey to black.
You can even mix it up....some parts plain (like black...vest area) and the legs could be camo.
