The first advice would be - try looking at the same type of list in Grey Wolf and see if You like it better (You can get all GW lists for 1-2 USD at easyarmy.com).
Secondly, are You looking for tactical advice or how to buy things for Your list cheaper as well?
For tactics, my first comment is that for a supposed infantry list You have not enough man-power (this is not 40K, where two minimum sized Combat Platoons (Troops equivalents) will work).

The biggest thing I would say is that you really should bump both of your Panzergrenadier platoons to full strength, with three squads each. It's usually best to take at least two full strength platoons if you're doing an infantry or mechanized infantry list. With two understrength platoons, you will really struggle to keep up the momentum in an attack, and your divisional support is not going to be able to pull the weight on their own.

Also, unless you're purposely trying to go really artillery heavy, you don't need mortars, rockets, and artillery. You can drop at least one of those choices, which will help give you the points to bump your Panzergrenadier platoons to full strength. At the very least, I would drop one of the mortar platoons.

+1 to what every one else has said. The only Germans that can get away with understrength squads are FJ and that is cause thier understrength is still 7 stands. 5 stands per infantry won't cut it.

Assuming this is the from the 21st panzer list in E n S?

Artillery may be the king of the battlefield, but it will not win you any games. You litterally have 4 units of artillery there, when in reality, you need one.

Of what you have, I would go with the 12.2s, or down grade to 4 nebels. The 12.2s are good because they do have a decent AT and a solid FP rating, but you don't have smoke. You could also go with a unit of 4 nebel 15cms for smoke. You don't gain a ton with the 21cm, but they could be used if you wanted.

Drop the mortars. They are flavorful for the 21st, but frankly the weak link of your 4 options.

Your list is very static. Your only real movement option is your B. StuGs, and they are armored with paper.

I would look at possibly some field fortifications, or some panzer pioneers to bulk up bodies and give a bit of counter punch. Alternatively, you could squeeze a couple tigers in there instead.

Lack of AA could be a tad bothersome to your force as well. Aircraft with V3 rules has become frustrating.

I agree with the others. Way to much indirect fire support units, not enough up front objective takers.

He may want to keep at least one unit of mortars, if only for using smoke to allow the rest of his force some protection or maneuver.

Or using one decent artillery unit that has smoke and forgo the mortars all-together; personally I like the idea of having one deciated mortar unit using smoke with another heavier artillery unit being used for pinning/digging out enemy infantry, etc.

But, yes to all of the above; strengthen the infantry platoons to full stands.
