Auspicator as in "auspex" a Latin word for someone who watched birds to discern omens in ancient Rome. In 40k, the word "auspex" means a scanner (like the sensors of a starship).

Well this site defines auspication as the gathering of favourable omens. So I assume a Auspicator is someone or something which does that.
Rather than reading Cartogrium as Cartogram it might be better to split the word into it's latin parts: Cart, meaning a map and the suffix -ium used to form nouns.
So a map of good omens. So assuming once again, that it means a map of time rather than space it's some sort of a machine which predicts the future.
