The Harlequins "have a plan" for the Eldar.
They are the ONLY faction amongst the pointy-ears that interact with EVERY OTHER faction. They see all of them as slightly misguided, but still kin.

Craftworlders will often interact with other craftworlds and exodites - but most would rather not interact with their "twisted kin". DE would prefer to make trophies of their "naive cousins" but both do as the Harlequins "ask".
Whereas the Rangers will often travel to non-eldar space and interact with the locals, ONLY the Harlequins (amongst the non-DE) come and go from the Dark city unmolested.

They are the ultimate messengers/couriers. There was a story in WD long ago about a human planetary governor who had an Eldar "diplomatic team" killed and had their waystones made into jewellery. When the Eldar attacked the world for the affront, they took great pains to ensure he was captured alive for his "crime".
He was passed on to the Rangers, who passed him to the Harlequins, who took him to the Dark City, and made of him a gift to their most talented Haemonculi. They had much fun playing with him for a looooooong time.


I'm OVER 50 (and so far over everyone's BS, too).

Harlequins are also the only group of Eldar who have found and answer to their nature that doesn't limit them in the way that the Craftworld Eldar (with their paths) and the DE (with their draining souls) cultures do. Supposedly Harlequins are what Eldar were like before the fall, but they are capable of keeping it together so that they don't repeat the mistakes that brought the Eldar Empire down. The Harlequins represent the only way forward for the race, as both the Eldar with their restrictions and the Dark Eldar with their excesses are ultimately dead ends.
