in 6th edition can xv25 go in a devil fish since they are bulky?, i know the bulky rule says that they can but in the codex it says any one in xv armour can not go in a transport

This is wrong. What you're thinking of is "Specific Trumps General."

Generally, Jump units may embark on transports, counting as 2 models.
Specifically, Tau Battlesuits are prohibited from embarking on Devilfish.
