Can a half track with AA mg shoot at observer planes, or is it purely self defense AA?

No only dedicated AA can shoot at observer planes. The passenger fired AAMG on an Sdkfz 251 (I'm guessing that's the half track you're talking about) can only fire at enemy aircraft that target the platoon it is in (or ground targets).
Hope that helps.

Thanks, and you wouldn't happen know what happens to a dug in 88? Since 88s have gun shields, does that mean you have to roll for firepower twice? ETA: Never mind found the answer.

Gun Pits basically make Gun Shields pointless, but they look cool
Except you don't lose the Pits if you tow the 88s elsewhere.

This is no longer true with V3. Self Defense AA may shoot at AOPs even if they are not being attacked by it.

I just checked the book. You're right, I didn't know that rule had changed.

I can't find it in the Aircraft section, where is it?

It's in the Artillery Section, check the index in the back.
Or if you are using the small rule book, Pg. 139.
