It's a small movie Thomas Jane made with some friends where he takes on his role as Punisher again. The feel is very true to the comic books, particularly the MAX series.

And no. So far as I know, this is just something Thomas Jane made because he really enjoyed playing Punisher and likes the character. I do hope it gets picked up and turned into a full film, though.
