I had a demo game last night using lady justice and co and i really enjoyed the game. Ive read a few threads on starting out and what team is a good one to buy. However im drawn to the actual characters making me want the dreamer.... However im more likely to buy the victorias and suppliment them ronin as the play style looks like on that i can get on with.
my question is, should i wait for new rule book to come out in the UK, play with PDF rules or buy a current rule book. Do i need the expansion books to play?

You could get along just fine with the $15 rule book and a read through the faqs. The new book does contain all the updated info, the fluff, and bio/stats for the original crews though, so its a nice reference piece.
And for all the expansion books, again you dont really NEED them - Ive been playing just fine with barely ever taken a look through them. But the do have all that good fluff and the stats/bios for the releases that came out with that book.

You could pick up either the current "small book" Rules Manual, or the Malifaux 1.5 Rulebook (same rules as small book, original fluff from first Malifaux rules), and download the FAQ/errata stuff to be up to date.
As a Henchman for Wyrd, I've purchased all the expansion books, as much for the fluff as for the artwork and new model stats... but having said that, if you want to use newer models, they all come with a stat card that has everything you need to play them on it.

Hi, and welcome to Malifaux! As Wilegrimm and Beer_&_Bolters have said, the basic rulebook should be perfectly fine - it covers everything you'll need, and only costs around £9 nowadays. The additional books are nice, but for games the regular rulebook should be good.
Regarding characters, I'd say ( IMHO) go for who appeals to you the most - while there are some masters who are typically seen as having a steeper learning curve, there's not really one who's majorly 'better' than the rest, so go for whoever you like the look and playstyle of  To be honest, though, I first discovered and fell in love with Malifaux because of the models, so...

The 1.5 rulebook has the updated rules and the updates cards (model rules) for the book 1 models. All models from books 2, 3, 4 are not included.
The small rule book (Rules Manual) is much easier to carry around and is 90% up to date on the rules. The 10% discrepancy is easy to cover by downloading the errata page from the Wyrd website.
