This actually came from an idea I had in another thread discussing the shortcomings of the Warlord Traits table, where the chosen trait could range from game-breaking to completely useless. My idea is to make Warlord Traits a touch closer to psychic powers. This will be done by assigning each HQ choice in every codex that can potentially become the warlord a "command level". The command level will vary between codex entries, but it will generally be 2 for most choices. A command level of 3 is reserved for the most experience leaders in the codex, whereas a command level of 1 is reserved for leaders that are either extremely inexperienced or incompetent. Then at the start of the game, your Warlord can roll a number of dice equal to their command level to generate which Warlord Traits are available to them. They don't have to roll on the same table, but let's face it, most of the time you'll probably spend all your rolls on a single table. After generating which Warlord Traits are available, they choose which of the available warlord traits they wish to use. Additionally, for special characters, I'm debating whether I should give them a command level as well, or just assign them certain warlord traits that are available to them (as their personal history would determine what personal traits they have), and am leaning towards the latter.

To provide a framework using the codexes I currently have available:

Chapter Master - Command Level 3
Captain - Command Level 2
Chaplain - Command Level 2
Librarian - Command Level
Master of the Forge - Command Level 2

Marneus Calgar - May choose from: Immoveable Object, Strategic Genius, or Intimidating Presence
Cato Sicarius - May choose from: Master of Offence, Conqueror of Cities
Varro Tigurius - May choose from: Master of Ambush, Princeps of Deceit
Ortan Cassius - May choose from: Inspiring Presence, Tenacity
Pedro Kantor - May choose from: Immoveable Object, Master of Offence, Divide and Conquer
Darnath Lysander - May choose from: Immoveable Object, Tenacity
Kayvaan Shrike - May choose from: Master of Ambush, Master of the Vanguard
Vulkan He'stan - May choose from: ? (Maybe Dust of a Thousand Worlds, Conqueror of Cities)

Orikan the Diviner - May choose from: Master of Ambush, Princeps of Deceit

This would hopefully reduce the swinginess of Warlord traits, and in the case of special characters, allow you to actually build around the traits. Since I don't have the codex for other armies I can't do their Special Characters, but if anybody has suggestions either for the characters I have or for characters from other books, I would appreciate the input.

Just to point something out, a Chaplain should not be on the same level as a captain. A captain has far more authority and command experience.

I would totally give a Chaplain the command level similar to a Captain. They are essentially half way between a warrior monk and a Sergeant Major. The way I see it, is that they are the defacto second in command of their company.

There is all kinds of BL lore depicting Chaplains leading elements of their company.
