I purchased some stuff from Wizzardskeep on eBay a few weeks ago. It was shipped on the 1st and still has not arrived. I wasn't given a tracking number.

Maybe I'm just being paranoid after reading the thread about those True Scale Terminators and the many people scammed by some Daniel guy, but I'm concerned.

So, has anyone bought from this eBay user? And how was your experience?

File a claim. He will either provide a tracking number or you'll get your refund. No need to put it off if it has been 2 1/2 weeks and no contact from the seller. Just remember to not cancel the claim since you will not be able to reopen it.
