I see that Dystopian Wars features air, sea and land battles.
Are you able to fight a battle with all of them on one board? Could I attack ships with my aircraft before using my own ships to bombard my enemy's ground forces?

Yes. I've even seen folks put super heavy style tanks on small islands to provide fire support. And Spartan has added rules for amphibious assault in the Hurricane Season campaign book.
