Holy run on sentence! What era are you planning on doing? You will definitely want to have some anti tank guns to support your infantry. Shermans are pretty weak armour wise so some zis-2 or zis-3 guns may be worth investing in. Aircraft can also deal with tanks so you should check that out too.

Swamp them with infantry. Tanks are good, but they cant be everywhere because they are expensive and there will not be many of them. Use smoke extensively to cover your advance and limit their firepower as much as possible. Attack where they are not, on a broad front, forcing them to spread out to prevent being outflanked. Once they become stretched out, which they will have to do to protect objectives, assault them, preferably on the flanks where their hull mg's cannot get at you and their supporting tanks cant shoot through them. If you can use sappers with top attacks of "3" or more. Typically you will need 4's or 5's to hit them, and they will need to roll "1" to even bail, but eventually it will take affect. If you can surround them they wont be able to retreat and will have to fight it out against your superior numbers. You have to chip away at them with lots of low grade attacks, but eventually they will crack.

Also, or alternately, remember that even a tank rich army will not consist of only rock hard tanks. You can win if you ignore the super tanks and hit their support elements. If they go below half, eventually company morale will crack. It doesnt matter if the 50% + who are destroyed are scouts, infantry, AA or guns, the tanks will still have to retreat if enough of them go.

If your infantry dont have good anti-tank ratings, and you dont like aircraft or tanks, the only other weapon is artillery. AT guns to hit them directly, heavy artillery to suppress them with bombardments. Problem is that although guns are perfectly capable of dealing with tanks, tanks are better at dealing with guns. Guns dont have armor, and they are not as mobile as tanks. A clever tank player will use their speed to mass against only a few of your guns. You have to use your infantry to prevent them doing this by blocking their movement. They can't move through your troops.

Whichever way you do it, you must expect heavy casualties. Hunting tanks with infantry is rarely easy.

Yer behind an eight-ball. Russian infantry have crude for AT ratings, though with enough numbers this can be overcomes, its just not usually effective.

1) Get large units and use the Quantity over Quality to your advantage.

2) In the interest of keeping QoQ as long as possible, stay dug in when on the defensive and push mercessly when it isn't a defensive mission.

3) Ignore the location of the tanks, focus on the mission objective. You cannot catch armor with foot sloggers, but if you focus on the mission, you will assure that the armor has to come within striking distance.

4) You will need some form of AT guns. The 57mm ZIS-2 is good for this with a decent AT rating and a high rate of fire. Firepower isn't great but no Russian gun has a great firepower. If you are facing big cats, stay dug in to give you the best saves and force them to dig you out. Nothing a Panther fears more than trying to dig out infantry with supporting AT elements in assualt.

5) Sappers. They are your best AT infantry option and you should really look into lists with that option.

6) If you go wtih any kind of artilery, go straight for the heavy 122s or 152s. Anything else against armor is a waste and soviets don't have smoke options.

7) The 100 mm AT options are there, but I wouldn't lean too hard on them. They will deny an area, but if you are playing with lots of cover they are wasted due to immobility.
