I was just thinking that a interesting rule for commisars would be to allow a unit to shoot into combat. To do that you must first pass a leadership test, if it's failed then blamo, try again, if it fails again then it fails. If it passes you roll to hit, any misses you make you then roll against your own guys with +1 to BS or something.

Because Commisars, I feel, would try to force guardsmen to shoot at other guardsmen at the hope of killing some of their guys.

I think it would be better if the ability was tied to trying to keep them from running similar to other commissioner abilities.

"Where do you think you're going?" - If a friendly Imperial Guard unit within 12" of a Commissioner fails a morale test to fall back, the commissioner makes an automatic shooting attack against that unit. Then that unit re-rolls the leadership test, although they do so on their unmoddified leadership. Additionally, if the unit that failed the morale test was in combat, any shooting attacks made by the commissioner that miss are instead allocated onto an the enemy unit. If the unit choose to automatically fail the morale test through any means (ie, the Squad contains an IC with combat tactics) the commissioner does not make this attack, as it is clear that the squad is falling back for tactical reasons rather than out of cowardice.
