having sorta of a debate on this but not sure how to interperate page 18 as most pieces of fortifications seem to be counted as 4+ like battlements and or aegis lines per the FAQ's.

Is there anyway to claim the 3+ cover save from fortifications at this point?

Is it just 3+ if you're 25% obscured by like side of the building or something?

Or is it just for something down the road and hasn't been released yet?

Yes. A unit claiming cover from the side of a Bastion or Fortress of Redemption has a 3+ cover save. This is quite useful for vehicles, especially since they can often position themselves at an angle that exposes only their front ("peeking around the corner" of the fortification) while the enemy is in their side arc, conferring a 2+ cover save.
