I found the Chapter Approved rules for them on the GW website:

However, I have two questions:
1) Are these tournament legal? 2) Are they any good? It is guarenteed that they will get into close combat the turn they come down, (because they move like cavalry). However, they are quite expensive, don't get +1 T, so will probably die very quickly if you leave anything to strike back in hand to hand....
What do you think?

1). Yes they are tourney legal. You should print up a copy of the article if you intend to bring them to a tourney though.
2). They are great! The only problems you might find are,they are fragile as hell, do not get bogged down in a sluggfest HTH with a large unit of Orks, any unit that is big enough to strike back can put a big hurt on you. The other problem is NEVER EVER attack genestealers with them. I made that mistake once, never again.

1] Not at the UKGT they are CA not a codex unit. 2] Yes. They are amazing. Some would say horrendously unbalanced for the point you pay for them.

28pts a model and they die fast. They're still good though.
They're legal at most US tournies, being a Chapter Approved article printed in WD and in CA 2004.

With 4th ed, they became crazy-fast (19-24" charge range on the turn they're summoned). On average, a squad (of 6 models, naturally) will do 4 rending hits on the turn they charge, meaning they're pretty reliable for dropping wraith lords instantly, and have a decent chance against TMCs.
They evaporate under even lasgun fire, though - T3, 5+ (invulnerable) save. Don't get them caught in the open. (And don't let them fight Genestealers.)

Don't charge them at a unit in cover either, as it sucks to strike second with T3 and a 5+ save.

The math doesn't come out too bad or too good for them against vehicles.
6 mounted deamonettes needing 4's to hit a vehicle = 1.66 damaging hits vs av 12 1.33 damaging hits vs av 13 1 damaging hit vs av 14
6 mounter deamonettes needing 6's to hit a vehicle = .55 damaging hits vs av 12 .44 damaging hits vs av 13 .33 damaging hits vs av 14
So if you can charge a vehicle that hasn't been moveing too fast and isn't a skimmer then you have a decent chance of doing damage. However if it went over 6 or is a skimmer, its best to leave it to some other unit to kill.
