I was just wandering, if you take two special characters like shrike and lysander, have lysander the leader of you main force and have them have stubborn, and then take a ally of another army with shrike and give them fleet, would that be allowed?

You can't ally with your main army. Not even Tyranids can do that.

No, if you include both Shrike and Lysander in the same army, you can replace Combat tactics with either stubborn or fleet, not both. The reason is that their entry states that they may REPLACE Combat Tactics with their Chapter tactics, so if you replace Combat Tactics with Lysander's Stubborn, there is nothing for Shrike to replace with Fleet. Also, as mentioned, you can not ally with yourself.

No, troops get chapter tactics, stubborn or fleet depending on your HQ.

Nothing wrong however with taking a captain in Artificier armour w TH, ie almost lysander, then taking shrike, or a second artificier jump pack captain with twin LCs.

My own preference is to not use the named characters.
