Im a new eldar player, and i decided to play alaitoc eldar because i like their history and color scheme, but also the color scheme didnt look to difficult for a new player to paint. I checked the gw picks in the codex and i decided to try on some extra da bits but after few tryes it just didnt came out as a blue camo . Do you have any tips to get the cool camo effects and maybe also how to get that awesome yellow helmet???

It's not really camo, just mottled blue. IIRC there was an official how-to at some point, and they just stippled various blues over a dark basecoat.
