In short, he's only 5 points more than a similarly equipped generic overlord. So basically you're paying 5 points for all his special rules which are some of the most adaptable and versatile in the codex.

Yep. Giving one of your units one of several decent USRs is worth the cost of 5 more than the single overlord you were likely to purchase anyway; let alone removing a USR from an enemy unit 'and' being able to deepstrike in more or less almost anything and everything if your opponent has brought even a single unit which enters play from reserves.
It is my opinion that just about all the unique necron HQs are worth their points (depending on the rest of your army in some cases) but Zahndrekh is more competitively priced than most.

His only downside is that he doesn't get a Warscythe, so he's less terrifying than the usual Necron Overlord, but his adaptive tactics and counter tactics make him by far the most annoying Necron HQ to play against (well, Trazyn comes close with his crazy respawning, but Zahndrekh wins every time). I definitely hate to see him hit the board.

Obyeron is a waste of points, unless you specifically need a veil on a non cryptek unit.
