I want a scfi game that you only use around 10 to 20 infantry as well as a couple of vehicles, id like it also if it had you could upgrade your models and such.

Give them equipment upgrades meaning you dont just have a guy with a set weapon i want to be able to say i want this guy to have different gear then the rest.

If you have 40k mini's you could use your codex and kill team rules. Just ignore the rules set to the squad, so where it says "You can have X mini's swap their (weapon) for (different weapon) for (points per model)" Ignore the X and take what weapons you want in their place.

Eh plenty of better options. Theres infinity, little light on the vehicles but theres mecha and mobile gun turrets. If your after 40k, you may be better off with "In The Emperors Name" i think its called, 5-20 is models depending on the side, and a smoother ruleset as it doesnt use the 40k rules.
Could give Tomorrows War a try too, more scenario and objective based than points based, been thinking of picking the book up myself. Is generic sci-fi too so you can go nuts with it.

In The Emperor's Name is a good ruleset, though it bogs down after about 15 models per side. Very customizable though has vehicles and is free.

At the same site above, they have FUBAR, a very very streamlined set of rules that is probably a bit simpler than you like and Forge of War, which his probably even closer to the kind of game you would like.
Tomorrow's War is a good set, offers a very realistic "hard-sci-fi" game experience. Customizable, in terms of troop quality and effectiveness and does have squad special weapons, but not alot of variation in the weapons. It's more about the overall effetiveness of a trooper than his weapons kit. Available for around 25 bucks on amazon or a bit more at your FLGS.
I would highly recommend you check out No Limits. It works well at the size of game you are looking for and has more detail in the customizability of forces. It's basically the open source version of the game VOR.

Infinity, no vehicles except for 3 faction with motorcycles, and every factions with TAGs (big f'ing robots). Lots of loadouts for almost every unit, and a spec-ops uint that upgrades (stat, equipment, and skills).
Or Judge Dredd, buy a base unit, buy equipment, if hero level up, if minion last long enough to become a hero and vehicles. Rules/Model for high speed vehicles battles on megahighways coming soon. Most of the vehicles and high speed battle rulees should be out early next year.

You could give The Battlefield a look. It's works great for near future and hard sci-fi.
It gives you 8 infantry classes, 9 vehicle profiles, 35 loadouts [f or upgrades!]  , 9 game modes, and it supports up to 8 players. Additionally, there are rules for Zombies, Insurgents, and Mercs that open up some interesting sub-game modes and a Black Ops section that contains both advanced and optional rules. Includes quick reference sheets and Boot Camp quick start guide/ FAQ.

Just wanted to say thanks for tipping me off to "In The Emperor's Name". Looks like a neat little game, for free!. I was thinking of playing some games of Rogue trader (40K 1st ed, nor the RPG) with no squad coherence rules, to give a more "Necromunda/Gorkamorka Skirmish feel", but I may venture into trying this ruleset, too.

Happy to help,
It's a fun little game, and you can play an entire story arc campaign (a nice campaign generator) in an evening.
It's not nearly as detailed as Necro, or RT, but it does capture the feel of the 40k universe in my opinion. Plus it's free and easy to learn, so if you hate it, you're only out some paper and ink.
