Hello fellas,
I am new to modern military gaming and am looking for a rules set for 28 mm figs.
I have checked out the figs on The Assault Group and Black Scorpion and they are both great sites, but so far, no rules sets.
Also , anyone have any links for Vehicles in the same or close scale?

For rules, you can check out The Battlefield. In addition to the 8 classes, 9 vehicle profiles, 35 loadouts, 9 game modes, and supporting up to 8 players, the game includes rules for Zombies, Insurgents, and Mercs and a Black Ops sections with advanced rules and designer's notes. There are a few reviews on the link above and a few more if you search the net.
For 28mm miniatures, you can check out Eureka and Red Star. The Red Star miniatures are top notch and the gallery at the bottom of the page I linked to will give you plenty of inspiration.
If you haven't purchased any miniatures yet, then you may want to check out the 15mm and 20mm options as well. At 20mm you not only have a nice selection of affordable miniatures for infantry, but you can use 1/72 scale model kits for vehicles and have practically everything available. Make sure to keep us posted!

Well Tomorrows War is the SciFi verson of Force On Force. For me these two games are the bomb for modern and future gaming. Scale is not important. True 20mm is "stamdard" for FoF but it not a hard and fast rule. Ive seen it played as small as 6mm. Mechanics are easy to pick up on and handles both symetical and asymetrical warfare quite easily.

First disclosure: I play test and have contributed to the design of Force on Force and Tomorrow's War.
Now to address the question...
In part the answer depends on what scale of game you want to play. Do you want to be a squad to platoon leader? A company commander? A fire team leader?
FoF works very well if each player has about a platoon of troopers and a few vehicles. It can be played with larger forces but may bog down a little (lots of terrain helps here) AND it can be played with just a squad or two per side, and is a lot of fun that way. There is a free introductory/lite set that you should look at before committing the money.
I would also look at Ganesha Games 'Flying Lead' and also worth checking out is Two Hour Wargames free set Chain Reaction. Iron Ivan Games has 'Seek Out, Close With, and Destroy' as another alternative. Cold War Commander is good for larger scale games (puts the player as a BN or BDE commander).

Folks have already listed most of the good suggestions.
Jake touched on this briefly, but I would mention to the OP that modern games tend to have a much more accurate scale, due to modern ranges and movement rates.
Due to this, unless you have a very, very large table, most modern 28mm games are going to top out at about a platoon and maybe a couple of vehicles.
Not a bad thing, just something to note for those of us who are used to 40k games of Company Vs Company size forces on a board the size of a soccer pitch.
The listed games are all great. If at some point you have only an hour to game and want to play really fast, give FUBAR a try.
