So my girlfriend is thinking of going with noise marines instead of plague to save points and was wondering if feel no pain is worth it for the models, because she can put an icon on the noise marines thats gives the squad feel no pain but doesnt know if its worth it or not.

Any opinion is consider.

It depends on what she needs, if she needs the range then definitely take the Noise Marines, with FnP if wanted, but if she needs a more defensive unit and is considering using the Noise Marines with FnP as range AND defensive, then that is a bad idea and take the Plague Marines, with their 5 toughness (1 more than a norm. csm) they are a WAY more defensive unit.

she is more defensive but has some long range stuff like defilers and some assualt guys like warp talons and a maulerfeind and she really doesnt know how to play with all of them to their strengths.
the list is in army lists under my username as the 2500 chaos list if you want to look at it to help her out.

Not always, it depends on the cost of whatever is giving the unit FNP. Basically, against most weapons, FNP causes the squad to take 33% fewer casualties against any given round of shooting. Thus, it could be argued that FNP is only worth it when the squad costs more than 3 times as much as whatever is giving FNP. However, this is the minimum theoretical value where taking the upgrade is worth it. As long as the unit size isn't not maxed out, you have to remember that the opportunity cost of taking FNP is X marines (I don't have the chaos codex, so I don't know the costs of the Icon of Excess and a Noise Marine), which means you get less shooting, fewer opportunities to get upgraded weapons, and fewer casualties before you have to take a leadership test. Plus, you have to factor in that the Icon of Excess can be sniped out of the unit, not reliably but it can happen, negating the bonus. Thus, I would not recommend taking an Icon of Excess UNLESS the unit costs more than 5 or 6 times the cost of the Icon (assuming the Icon costs about 25 points, which feels right for squad-wide FNP, I wouldn't suggest taking one for squads costing less than 125 points, excluding the icon).

the icon costs 30 points. and for 5 guys for 95'points but you can add up to fifteen more to the squad for 17 points per model added and i was going to have a full squad.

The bigger the squad is, the more useful it is as an upgrade. If she's running 10 or more it's a must.

I like to include it, but I never run a squad of less than 10 guys when I'm running it. I'd encourage her to take another look at the plague marines though. They can be extremely difficult to move off an objective and you can take small units of 5 and still have 2 special weapons in the squad.

Noise Marines can be tough with FnP though. I would recommend not maxing out the sonic blasters in the squad in order to save points. You're going to take some casualties, so it's nice to have a couple guys for fodder that aren't going to cost you the additional points.

The other option that you could look into would be regular old marines with MoS. You can still give them the icon, and they can have meltaguns or plasma guns, which is nice.
